Pre-installation building inspection PIBI
Pre-installation building inspections (PIBIs) were introduced in PAS:2030 after the first version in 2012 as early as 2017, they were further strengthened in the 2019 with cavity wall installations requiring an independent PIBI, stipulating that 100% of installations to have a pre-check with at least 1 in 10 properties physically inspected to ensure quality. In the 2023 version of PAS:2030 PIBIs were required at the measure level and not just at the lodgement level (ie when a project is being logged).
PAS 2030:2023, Installation of energy efficiency measures in existing dwellings, Published by BSi in 2024, defines a pre-installation building inspection as an: ‘inspection of an installation location undertaken by or on behalf of the Retrofit Installer prior to commencement of installation. NOTE 1 The inspection confirms that the retrofit design provided is complete, conforms to this PAS, can be fulfilled at the location specified and that the proposed installation does not result in noncompliance with statutory requirements and/or generally accepted industry good practice NOTE 2 The application of this inspection to particular measures is addressed through the pre-installation building inspection requirements and the inspector competence requirements in the relevant measure-specific Annex.’
